Plan for the Financial Year 2026–27

Aim: To reduce avoidable blindness by systematically screening the target population above 40 years of age.

Target Population

Adults above 40 years of age
Estimated population: 2,80,000

Vision Centres

24,000 individuals will be screened through 8 vision centres.

Outreach Camps

9,600 individuals will be screened through camps organised by vision centres (100 persons per centre per month).

Government Hospitals

3,840 individuals will be screened in government hospitals (20 per day).

India Vision Institute

2,400 individuals will be screened through India Vision Institute initiatives.

Projected Outcome

A total of 39,840 or approximately 40,000 adults above 40 years of age, will be screened during the financial year 2026–27.

Basis for Projections

  • More than 20% are expected to need cataract surgery; approximately 50% of them will be provided surgery free of cost.
  • 12% of the screened population is expected to be diabetic.
  • Among diabetics, 18% expected to have diabetic retinopathy.
  • 4% will have sight-threatening diabetic retinopathy.
  • 4% of the population may have glaucoma.

Projected Numbers

  • 8,000 individuals will require cataract surgery.
  • 4,800 individuals are expected to be diabetic.
  • 864 individuals may have diabetic retinopathy.
  • 192 individuals may have sight-threatening retinopathy.
  • 1,600 individuals may have glaucoma and will require further investigations and possible treatment.

Subsidised Services

Patient contribution across different points of care is structured to ensure affordability while maintaining quality treatment outcomes.

All other glaucoma, retina, lacrimal, and specialty investigations or treatments for patients referred through Vision Centres and outreach camps are provided at approximately one-third of the standard cost, ensuring that affordability does not become a barrier to care.

Deserving patients receive the required treatment at no cost.

Most of the patients from the vision centres need to be brought in batches in buses/vans and dropped back at the respective Vision Centre after the surgical procedure. The rest of the follow up is done at the Vision Centre with tele consultation with the eye specialist at the base hospital.

The Financial Burden

The Foundation has the capability to perform services at a much larger scale; however, sustained charitable activity requires adequate financial support. Given the presence of patients from all economic strata in our country, it is essential to ensure access to quality eye care for those from lower socioeconomic backgrounds.

In this regard, we seek your support to enable the delivery of essential eye care services to the semi-urban and rural populations of Chennai and Tamil Nadu. Your contribution will directly support the continuation and expansion of these charitable initiatives.

Current Requirements to Achieve the Targets

  • Slit Lamp and associated recording facility (Haag Strait) – INR 16 Lakhs
  • Surgical expenses required to achieve the projected targets.
  • Bus – (2 numbers) - 15-seater – Force Traveller or similar – to transport patients to and from vision centres, second one will be equipped with eye equipment for doing screening at camp sites – Approx INR 20 lakhs each
  • For diabetic retinopathy and related retina surgeries and glaucoma surgeries
    • B-Scan with Ultrasound Biomicroscopy For pre - retinal surgery assessment and in cases of Mature cataract to assess the integrity of the retina before surgery - INR 20 lakhs priority.
    • Higher end Operating Microscope for retinal surgeries – INR 75 Lacs - Priority
    • Non Mydriatic wide field Retinal Imaging camera (Zeiss/Nikon Optos)INR 80 Lakhs
  • Laser (MLT/ SLT – Micropulse Laser Trabeculoplasty) for the treatment of glaucoma - INR 20 Lakhs
  • YAG Laser for the treatment of after-cataract – INR 15 lakhs.
Donations made to The Rangarajan Vision and Health Foundation are eligible for tax exemption. The Foundation is registered under Section 12AA and eligible for tax exemption benefits.
